Pre-requisites and experience requirements
The pre-requisites for certification are hurdle requirements that must be cleared before an application is considered. Meeting the pre-requisites does not mean the candidate will be certified; it means that their application will be assessed in detail.
Candidates for certification as a CERL or CERL at the Advanced level must demonstrate that they have experience working on energy efficiency retrofits of commercial buildings. There are different requirements for candidates depending on their qualifications.

Maintaining and renewing certification
Certified individuals are required to do the following in order to maintain certification:
- Adhere to Framework Rules, Certified Emissions Reduction Leader Sub-Rules and Code of Conduct;
- Submit a Continuing Professional Development (CPD) log;
- Submit project case studies; and
- Pay scheduled fees.
Certified individuals who are renewing certification must submit all necessary documentation at least six weeks prior to the certification expiry date. This documentation includes:
- The required CPD logs;
- Any requirements in relation to identified development areas;
- The required integrated building energy retrofit (IBER) case studies; and
- The Application for Renewal form and any associated documentation.

Certified EnMS Advisor

Notes on the Certified EnMS Advisor fees:
- Undertaking the EnMS Advisor training program is a pre-requisite for becoming a Certified EnMS Advisor;
- The EnMS Advisor training program fee is not included in the certification fee; and
- Applications received between 1 July and 31 December 2022 to become a Certified EnMS Advisor or to undertake the EnMS Advisor training program and become a Certified EnMS Advisor will receive a ten per cent (10%) discount.
Pre-requisites and experience requirements

Candidates for certification must complete the EnMS Advisor training provided by the EEC and meet the minimum experience requirements for certification as a pre-requisite for application.

Maintaining and renewing certification
Certified individuals are required to do the following in order to maintain certification:
- Adhere to Framework Rules, Certified EnMS Sub-Rules and Code of Conduct;
- Submit a Continuing Professional Development (CPD) log;
- Submit project case studies; and
- Pay scheduled fees.
Certified individuals who are renewing certification will be considered by a member of the Assessment Panel according to whether they have:
- Fulfilled the requirements for maintaining certification;
- Complied with the Framework Rules, Certified EnMS Sub-Rules and the Code of Conduct over the period of their certification; and,
- Remained actively engaged in the delivery of EnMS.

Certified Insulation Installer

Important note
There are two stages to the Certified Insulation Installer application:
- Stage 1: Submit your application form. It will take us up to five (5) business days to review and process your initial application and provide an outcome.
- Stage 2: Submit your job assessment forms. You can only do this after the first stage is completed. It will take us four to six (4-6) weeks from when you submit your job assessment forms for the assessment panel to review your application and provide an outcome.

Insulation Installer candidates are not required to have previous insulation installation experience. The below table shows eligibility requirements for certification.
Effective 1 April 2023 there are additional pre-requisites for certification. New applicants and Certified Individuals have until 30 June 2023 to meet the training requirements to maintain certification.
If they do not successfully complete the training and notify EEC Professional Certifications by 30 June 2023 their certification will be suspended until they do so.
From 1 July 2023 applicants will need to have completed the additional pre-requisites prior to submitting an application for certification.

Attainment of a General Construction Induction certificate (i.e., white card). | The General Construction Induction certificate (or ‘white card’) must be valid in the state or territory where the installer wishes to operate. |
Attainment of a Certificate of Currency for Public Liability Insurance (coverage for $5 million+). | If the installer is a sole trader working under an ABN, then a certificate under their name will be required.
If the installer is working for a business, proof of employment and business public liability insurance will need to be provided. |
Candidates undertaking EEC001 – Prepare for insulation retrofitting within ceiling spaces must receive a Statement or Certificate of Attainment from a TAFE or RTO approved by the EEC. Approved TAFEs and RTOs are available either on the Framework website, or by request from the Secretariat.
Maintaining and upgrading certification
Certified individuals are required to do the following in order to maintain certification:
- Adhere to Framework Rules, Certified Insulation Installer Sub-Rules and Code of Conduct;
- Submit a Continuing Professional Development (CPD) log; and
- Pay scheduled fees.
Certified individuals who are renewing certification must submit three (3) job assessment forms for insulation installations completed in the most recent 12 months for assessment. Recertification will be considered by a member of the Assessment Panel according to whether they have:
- Fulfilled the requirements for maintaining certification;
- Complied with the Framework Rules, Certified Insulation Installer Sub-Rules and the Code of Conduct over the period of their certification; and,
- Remained actively engaged in the delivery of insulation installations.
